Fallen Stock Subsidy post-2008 Essential

Jim Allister MEP has warned that compliance with the EU Animal By-Products Regulation will require continued Government support after the current subsidy ends in November 2008.

Mr Allister said,
‘I have written to DARD, asking what steps they have taken to ensure the financial cost of disposing of fallen animals will continue to be subsidised after the current funding round ends in November 2008. The scheme has seen a large take-up in Northern Ireland, and undoubtedly the subsidy is the enabling factor in farmers being able to afford to have their fallen animals disposed of in accordance with the Regulation.’

‘I trust DARD will be able to point to the environmental benefits to justify the £800,000 of public expenditure required to enable the scheme to continue in Northern Ireland. I would fear that a permanent end to the 35% subsidy could make compliance too costly, undoubtedly having a knock-on effect for tourism and other sectors.

Mr Allister added,
‘I have asked for assurances that DARD will pursue the case for funds to enable the continuation of a Northern Ireland scheme, in the eventuality of DEFRA being unwilling to provide funds on a National basis. EU State Aid approval for a regional approach would be necessary, and it would be my intention to raise this matter with the European Commission should the need arise.’
